How do I eliminate labels in text boxes?

I'm creating a custom contacts form. Some of the labels & accompanying text
boxes seem to be setting up fine. With some of the labels & accompanying text
boxes the labels are appearing inside the text boxes as well. I've checked
the displays & values for both sets of text boxes & both sets of labels and
can't find any difference. What is causing this to happen or how do I prevent
it from happening?

Are the controls bound to Outlook fields? I'm having a hard time understanding just what you're seeing, much less how to reproduce the problem.
