How do I set up a shared master catergy list in a public folder?

I use a shared contact database which has been set up in a public folder.  My
co-workers and I regularly use categories in order to generate views for
merging into mailing labels.  In order to ensure consistency in the category
names I would like to set up a single master category list for this database.
Currently each person has a different master category list displayed when
they open the category list.
