Correct. It uses the Windows Address Book (WAB).

In reality, the PAB has been deprecated since Outlook 2000 at least. I
don't recall needing it in Outlook 97, either.

That will migrate your WAB contacts from Outlook Express to the Contacts
folder in Outlook. You can migrate your rules during that same process as
well, but don't migrate your mail that way because the received date will
change to match the date of import. Instead, export mail from Outlook
Express.
