Telephone country code in Contacts

Right now, when I want to enter a telephone number, the default country code
is the United Arab Emirates.  How do I change it so that it defaults to the
USA?

Not an Outlook question.
Change the Country/Region for your default dialing location to the US in
Control Panel > Phone and Modems...
