importing backed up contact in text document

Is it possible to import contact information to a new
system, that was saved (backed up from Outlook) on a
floppy as a text document?

The file was actually set up as the mailing labels for all
the contacts in Word.

In what format is this file now?
You'd need to get it into one of the formats that Outlook can import. Look
in the Import Wizard (File > Import and Export) to see a list of those file
types.
