Probably. Depends on what you mean by "I copied my contacts to the Contact
file." That could mean anything.
If you migrate data correctly, you wouldn't have to recreate links.

My hard drive crashed. My Outlook info was saved to a disk. I copied the
info to my desktop, then imported the info into Outlook. I then had two
Contact files, one empty and one containing all my info. Since I couldn't
change the file that Outlook automatically saved contact in, I copied and
pasted all of my contacts into the "Contact" file and deleted the other extra
one. Email is there, but modified tasks are "not in your calendar or task
folder" and pre-existing links between contacts are gone.

No wonder. Importing is never the correct way to migrate Outlook data. It
breaks all links and loses other data as well.
Next time, just open your data file in Outlook. Never import it.

How do I do this? The file was not in Outlook. When I reinstalled Outlook
it made up it's own files. My info was on a disc. I searched for the .pst
files and copied them to my desktop. How should I move the information into
Outlook if not by importing?

File > Open > Outlook Data File... is the sequence you would use.
