Why does Outlook automatically underline phone numbers and
email addresses after I enter them?  Is this necessary?
Can it be turned off?  If so, how?  Thanks.

The underline indicates that they are resolved electronic addresses. No, you
can't turn the feature off. Not sure why you'd need to.
