outlook 2003 distribution lists (DL)

How could I select only certain recipients from a DL for an email message?
The only options are to select all recipients from the DL, or delete the
ones from DL that are not needed in email, which can be cumbersome if you
have a lot of recipients.

Not so. Outlook 2003 is the first version to allow you to expand the DL and
remove recipients on a per message basis. Click on the + sign next to the DL
to expand it. Remove the recipients you don't want to receive that message.

I realize that I can remove recipients, but the issue is if I had 100
recipients in DL, but I needed to only email 20 of them, I would have to
remove 80 of them from DL, which would be cumbersome. In prior version of
Outlook (ver 2000), I could manually select recipients I needed from DL, and
able to email them.
Is this possible in Outlook 2003?

Not so. No version of Outlook ever permitted that. You must be thinking of
something else.
DL's are a poor choice for grouping Contacts if you need to make frequent
changes to them. They are intended to be static lists.
If you want a dynamic list, use the Outlook Address Book or Categories.
