For Outlook 2003 contacts, how do I set the default area code?

I have Windows Xp Home Edition and Office 2003.  How do I set the area code
default for my contacts.  Most of mine are in the 509 area code, and the
program automatically inputs 702.  I only know two peple in that area code.  
I tried Contacts: Actions: New Call and could not figure it out.  Thank you

This is an operating system question. Set your default dialing location
correctly in Control Panel > Phone and modems...
