How do I have E-mail "to" access list from contacts list?

When I attempt to place an address in the "to"
box it offers me a list from the address book and I would like it to offer
me a list from the contacts list.  Not all of my contacts are listed in the
address book for a reason I don't understand.

The address book shows only contacts with email addresses and fax numbers.
