When I open a contact I would like to display the email address:

Last name, First name (email address).

I deal with lengthy distribution lists and would like to be able to locate
members by last name. Outlook displays email addresses in distribution lists
as they are displayed in Contacts. Currently some of my email addresses
display:

First name Last name (email address)

and others display just the email address.

Where is the setting for this function?

There is no such setting.
You can only change the Email Display As field manually.
