Dialing Properties Misssing

WinXP/OL 2003 both with latest updates

Outlook stopped showing the phone numbers in its usual format.
The Help says:
 1.. In Contacts, on the Actions menu, point to Call Contact, and then
click New Call.
 2.. Click Dialling Options, and then click Line Properties.
 3.. On the General, Connection, and Options tabs, select the modem and
connection options you want.
I cannot find the Dialling Options under a New Call. Why did it disappear
and how do I get it back?
I already did do the Office Repair and made sure my area code is entered in
the Control Panel/Phone...
What else?

State the actual path you are using.
So far you are the only one who has ever reported a missing "Dialing
Options" from the New Call dialog.
I suspect user error.

I have no doubt it is my error.
I am not sure I understand what you mean by "path".
As I type this I am also doing it, and as I did I found the mistake I was
making. I kept clicking a New Contact instead.

In Dialing Properties, Canada and my area code is selected.
Dialing Options have three options for Line Properties. The first one is my
modem and the other IPCONF LINE and H323 Line. The last two cannot be
configured.
When I click on Line Properties when my modem is selected, I get General tab
where in Call preferences is 60 secs for Cancel the call ..., and in Data
Connection Preferences: Port Speed-115200,Data Protocol- Standard EC,
Compression-Enabled, Flow Control-Hardware. Under Advanced tab the first two
are unchecked and Hardware settings: 8,None,1.
I rebooted and the number I enter for a new contact is still not configured
properly.
What have I overlooked this time.

Your line properties have nothing to do with this.
All you need to do is set your default dialing location correctly. You do
that in Control Panel > Phone and modems...

Thanks, I did that, even installed and uninstalled the modem.

Under Phone and Modems I have three Tabs:
Dialing Rules showing My location with my area code
   Edit Location windows has three tabs
       General where my country (Canada) and my area code 902 is shown and
Dial using Tone is checked
       Area Code Rules is empty. Probably it should not be but I am
confused what to put where
       Calling Card - None.

Modems: AOpen FM56-SV
On Advanced Tab there are 6 providers

The number in Outlook Contacts is still not being shown as before: (xxx)
xxx-xxxx.
