Can one search contacts by job title in Outlook addres book? For example can
one  search for all people with a MSCE or Service Manager title?

Not as far as I know - you could sort by the Title field and they would all
show up together (Phone list or other table view required).  Then you can
select them all and email them, invite to meeting etc.
