I would like to import data from a regularly refreshed excel sheet in to a
Contacts folder
Is there a way of putting this on a scheduler rather than having to manually
import each time ?

There's no way to invoke the Import process on a scheduled basis that I'm
aware of. If you are replacing your contact folder in its entirety on each
refresh, you may find out ContactGenie Importer 1.3 product of interest If
you're looking to "update" pre-exisitng contacts - then DataPorter 2.0
Personal may be of interest http://www.contactgenie.com/cg20features.htm
(both can be run in command-line mode and scheduled using any scheduler).
