I have a backup copy of the contents of the old hard drive on an external
drive, but I haven't been able to find the contact list in order to move it
to the new drive and use my address book.

Find any .pst files on the old drive?

Then File --> Open --> Outlook Data File

You can then drag and drop between data files.

If your old drive was a Windows XP drive, enable viewing hidden files and
folders and then look in

x:\Documents and Settings\username\Local Settings\Application
Data\Microsoft\Outlook

This folder should contain your old PST which, in addition to your Contacts,
contains all your other Outlook data as well, like the calendar, the email ,
the tasks, and so on.  Open it in Outlook with File>Open>Outlook Data File.
