A friend was using Outlook express with PCpeople.com. She wanted to update to
full Outlook so I installed it. I brought in her contact lists ( address
book) and it is showing everyone however when she types in the area on the
email "to" and first letter of a person name it does not pop up with any
suggestions.

How can I configure her email to work correctly?

You have an invalid perception of how autocompletion is supposed to work.
