Permissions on GAL contact created in ADUC

I have contacts configured in 2003 Active Directory. Users can view the
contact's information (address, phone numbers, ..) by clicking on the Address
Book inside of Outlook. However, they cannot change any information on a
contact. How do I give users permissoin to make changes to the contact's
information from Outlook?
