How to automatically remove the country code when dialing from out

Outlook adds the country code to the local phone number when adding contacts
(+31 for the Netherlands). How can I remove the country code when making a
local call? Setting the country code in the dialing propererties doesn't
work.

It has never been necessary nor even recommended to remove the country code
from Outlook's phone numbers. Dialing is controlled by configuring dialing
rules correctly.
