It does work that way. If a Contact is in 2 Categories, it will appear
twice in By Category View - under the heading for both Categories.

I think you'll find postings here about resetting views - yours sounds
broken to me.
Or make a new one yourself and see if that works normally.
Just drag Categories header into the Group By Box in Simple List view.
