New account in Outlook

I have setup a new e-mail (POP3) account in Outlook. However, I want
that e-mail account to be setup in a different "outlook data file"
because I already have one setup for "Personal Folders" data file. How
can I setup an e-mail account and have the e-mail come into that
outlook data file, a new one that I create?

Only by creating a separate Outlook profile for that account
An Outlook profile can only deliver email to one PST file.
I can think of no reason you'd need to do this since you can easily
accomplish the same thing by configuring rules to deliver each account into
separate folders.

What rule would I use?

One you create that moves a message to a folder based on the receiving
account.
