When I go to Tool>Options>E-mail Options>Advanced E-mail Options, I'm able
to select

"Suggest Names while completing To,CC, and BCC fields.." box that you are
if you want  name autocompletion

The problem is that one of my computers with Outlook 2003 don't have this
feature which is preventing me from enabling name autocompletion. Is there a
Property setting I can customize to put this option on that machine. Please
advise. Thanks!

This option is installed and enabled by default. I've never seen it missing.
Any idea why yours would be the only exception? Was this a clean install?
Have you tried Detect and Repair?
