Allow "Contacts" button on the "Forward To" function in Outlook

Our network does not allow placing personal contacts in the global listing or
any
other server controlled functions.  I am constraint to using the "Contacts"
list for
this purpose.  When "Forwarding" a message, the "Contacts" is "lost" despite
it's
placement on my custom toolbar.  Why does my toolbar change with each
differing
aspect/function in Outlook?

The toolbar changes to show you those functions that are available in the current context and hide those that are not available.

It is not at all clear from your post, though, what "Contacts" you are referring to and what symptoms suggest they are "lost."
