import excel file into outlook contacts

i am trying to import an excel file into outlook and am receiving a message
that outlook cannot translate it - even though it is .xls - why?

Aloha crossroads,

What version of Outlook are you using? What version of Excel? What data
is in the Excel file? Did you map the fields to the columns?
