Import contcacts problem (missing Contacts via To: Box)

Recently ~7700 contacts have been imported into a users empty contacts
folder. This was fine however when creating a new email, selecting To:/Cc:
etc and choosing the Contacts folder to see the long list of Contacts, some
appear to be missing. The odd thing is that the Contacts are actually there
as they are accessible via the main Contacts folder under the Outlook Today
heading. Any thoughts?

The address book shows only contacts with email addresses or fax numbers.

Strangely the affected contacts all have email addresses and most have fax
numbers.

Importing can have odd side effects and it should be avoided it at all
possible.  If you wanted contacts stored in an Excel spreadsheet, you don't
have a choice, but to import, but if they're in an existing PST, import is
unnecessary.
