export from Outlook on one PC to Outlook Express on another PC

Dear all
I have tried all I could think of: very simply I want to export
contacts from Outlook 2000 on one PC, transfer the file to another PC
and then import it into Outlook Express 6.
I have tried exporting as CSV DOS and CSV Windows, also tabulator
separated txt file - but it does not work.
International issue: in Denmark we usually use ";" as separator
instead of ","
but I thought tabulator separation would overcome this.
What is the normal procedure?

Export to a PST file to import into Outlook.
Export to a CSV file to import into OE.
