Outlook and OE are two completely different programs which use completely
different data stores.
In OE, Contacts are stored as a separate file (*.wab) and are viewed in the
Windows Address Book.
In Outlook, Contacts are stored in the same location as all other Outlook
Data and do not exist separately. Moreover, no data is stored in the
"address book" in Outlook. In Outlook, the address book is a virtual address
book: it's just another view of your Contacts Folder.
