After furious head scratching, John M, asked:

Thanks for responding. I am using Outlook 2003. My hard drive crashed, so I
copied my previous Outlook files into the same spot when setting up the new
hard drive. I can see my contact info and I have already enabled it as an
address book by going into properties on the contact folder. This, however,
did not solve my issue. Any suggestions?

Never just copy an Outlook data file to the default location. That does not
configure Outlook to use it. It does, however, corrupt your profile. Remove
and re-add the Outlook Address Book service to your profile.
