I reloaded XP (and Outlook Express) on my PC. I have since lost all my
locally stored folders (and contacts). Is there anyway that they can be
recovered? Are they backed up anywhere when XP is reinstalled?

"Reloaded?" What does that mean?
Unless you reformatted your hard drive, your Outlook data should be quite
intact.
The file you need is your Personal Folders file (*.pst) It's where all the
mail, calendar, contacts etc are stored.
