Why no Contacts showing up when clicking "To:" in Outlook03?

I get a message saying:  "The address list could not be displayed.  The
contacts folder associated with this address list could not be opened; it may
have been moved or deleted, or you do not have permissions."  

i just reinstalled my OS and imported these contacts from my backup files.  
They should up under the contacts tab, just not in the list when i click "To:"

please advise!  thanks,

Did you enable your Contacts Folder as an email address book in its
properties?
