Can a shared contacts folder be displayed in the email address  ?

I have an SBS 2003 server,  users wish to have the shared contacts they link
to displayed in the email address book.  (i.e when they use the "TO" button).
the option to display folder as an email address book is not available under
properties for a shared contacts folder.

Is there a way of doing this?

Create a new contacts folder in the Public Folders hierarchy and tell users how to add it the Public Folders\Favorites and them set the Favorites replica to be in the Outlook Address Book.
