Is there any tree structed address book plugin for Outlook or OWA?

My comapny has 2000 people, when send email to a group, it's boring to
choose every body. if the object address can be selected from a tree, it will
be much easy.

sure, but tree is best  form for an organization.

if 8 people consist a department, there are 250 lists.

I don't think there are any like you describe. Also, best is a relative
thing.
