When you say that you "deleted the whole thing".... what did you delete? Did
you remove the Contacts folder somehow? If so, you might need to do a
/resetfolders as described here:

contacts in under conacts when i try to access the address book they are not
there also if i try to access contacts from winword i can't get to my contacts

Is the Contacts folder still flagged as an address book here: Right click on
the Contacts folder, choose Properties and go to the Outlook Address Book

Maybe you should remove & readd the Outlook Address Book service here: Tools
menu > Accounts > View/Change existing directories/address books

See if this helps: close Outlook and use the Mail applet in Control Panel to
remove the Outlook Address Book service from your mail profile. Then add it
back in.
