i created a distribution list under the name of "Cancel List" which is now
listed under "Contacts". When I attempt to send an email to the entire list,
I get a reply of "Outlook does not recognize 'Cancel List'." When I open up
the contact to look at the email addresses contained within, all the
addresses are still there. Any ideas on how to fix?

Not without knowing how you broke it.
Post the relevant details on how you created this DL, in what information
store, in what Outlook version, and using what transport.
