How can I modify labels for fields for all contacts in a specific folder?

Generally, you can't, but we don't really know "labels" you're talking about.

Thanks Sue for the reply.  Good to know that I'm just not missing something
in the help menu.

What I am attempting to do is change some of the "Field Names" in the
Contact Window (i.e. "Full Name" to Property Owner, "IM address" to Lot ID,
"Department" to Alarm Code, etc.)  We manage a large Homeowners Association
and I would like to modify the entire "Property Owners" contacts sub-folder
to allow the Contact Window to show the appropriate Field Names that we want
to enter data.

You cannot change the names of fields. You can add new custom fields with your own names. You also can change the caption of label controls in a custom contact form, but that's still likely to leave you with some confusion in address card views.
