It's odd.
When all other users use the "Find a contact" feature, the "Choose Contact"
dialog box shows a listing for any item that matches the search criteria in
any contact folder listed in the OAB.
The "Check Name" dialog that shows up only on this particular user shows
only listings in the first folder, and it lists both their SMTP address and
their FAX listing.
Removing the OAB service had no effect, unfortunately.

Mine shows only contacts from my Contacts folder and does not show GAL
entries, unless the name isn't in my COntacts folder.

That sounds like an Address Book interface and not a Contacts folder view.
I can't duplicate it.
