How to make public files, items linked to a public contact

How do I link files and items to a contact and to have this public on all
computers.

I have created public contact folders and I have a public Archive in Outlook.

Is it possible to organise files and outlook items in a way that when anyone
in the network open a contact, will have in front of him all files and items
related to that contact? How do I do that ?

The only way Outlook can do that is if you create journal entries to all the linked items into a single public journal folder. This is not an easy task; see http://www.slipstick.com/journal/pubjournal.htm 

You might want to look into using a customer relation management tool that's compatible with Outlook. See http://www.slipstick.com/addins/contact_management.htm
