how do i change the default address book

When I open a new e-mail and select the <To> button the global address book
is the defaulted address book.  I would like to make my contacts folder
precede this global address book and come up first.  I am running Outlook
203.  Thanks

Then designate it as such in the Address Book > Tools > Options...
