Address Book: Contacts confusing in Outlook 2007

I am confused and frustrated by the contacts window.

I would like my contacts to be all listed Lastname, Firstname

When I bring up a contact, File As is lastname, firstname as I would like,
but it is diplayed in the outlook contacts as firstname lastname

confusing for me the purpose of Full name, vs file as, vs display as

Full Name = just as it sounds, the full name of the person

File As = field that can optionally be used instead of the Full Name field to display the names in the address book.

Display As = field that controls how a person's email address is displayed in outgoing messages

Click "NEW" for a new email
Click "TO"

a selection box appears, contacts listed by Full Name, instead of file as

Tools | Email Accounts | View or change existing directories or address books

Select Outlook Address Book, then click Change.
