Import Export command is not visible on my File Menu Outlook 2003

The import/export command on the File menu in Outlook 2003 is not there.
I've reinstalled; detected & repaired; and spent 3 hours on the internet.  
Nothing.

any ideas?

How is this a Contacts issue?

I want to export all contacts to an Excel spreadsheet.

In Control Panel's Add or Remove Programs, run the Office setup and make
sure the Exporters and Importers are installed.

OK, then, in Outlook are you looking at the entire Filer menu or are you
using "smart" menus that show only the most recently used items?
