Outlook does not see my Contacts and Distribution lists

My new computer has all the Contacts from my old one but Outlook will not
'use' the Contacts or the Distribution Lists.  How do I fix this when the
Contacts already appear in my Contact List?

"Use" where and when? In what version of Outlook?

If you right click on the Contacts folder, choose Properties and then go to
the Outlook Address Book tab.... is the "Show this folder as an email
address book" box checked?
