I am trying to update my own information in the address book but it won't let
me add phone numbers, etc.

How can I enable this so all uses can do it?

In the Exchange Global Address Book? Talk to your Exchange administrator.

Which address book do you mean?  You do not modify contact data using the
address book interface.

How can I enable it for the users to update it themselves?

What interface should they use instead of the address book?

See http://www.slipstick.com/exs/updategal.htm and http://www.somorita.com/active%20directory%20update/directoryupdate.html for tools to add that functionality, which is not built into OUtlook.
