How do I send and email to all contacts, Outlookversion  2003

How do I send and email to all contacts in contact list without having to
manually select each contact.

Also, I have many of the same names on different distribution lists.  When I
select the multi lists the person will get multi email from me.

Open your Contacts folder, select them all with CTRL-A, then click
Actions>New Message to Contact.  If you have any contacts with no mail
address, you'll have to remove them from the selection first or from the
recipient list while composing.
