I cannot import a Contacts file to Outlook on a new PC.

I copied the Contact data on a CD.  I then try to import the data from the CD
to Outlook on another computer and it give me a message that I do not have
permission to do this.  

This should be a simple exercise.  What am I doing wrong

What you're doing wrong is not copying it to the hard drive and removing the
read-only attribute.  Outlook must have write access to PSTs.  After you do
that, open it with File>Open>Outlook Data File (or Personal Folders File
depending on yuor utlook version).
