remove country code for local numbers

Outlook 2003 forces a (1) in front of phone numbers without area codes and it
cannot be removed.  The Actions>Call Contact>New Call>Dialing Options check
box for auto adding country code is NOT checked.  Is this a bug?  Any way to
avoid this addition of country code?
