Outlook should allow me to search on any Contact field

We manage a large number of contacts within OutLook. It would be nice that if
I knew any information about a contact for instance their phone number that I
could search based on the field that I knew and find that person. If I knew
the city they lived in or maybe one of their phone number I could easily find
them.

Outlook already does this, have you not read the help files?  Use advanced
find and filter your search criteria.
