how do I inport contacts from office data file

I belive that i have a back up file, pst that contains all my contacts, it's
called a office data file, and has the Microsoft Logo, I want to get the
contacts out of that file and in my new outlook.

In outlook, try File | Open | outlook data file and browse to that one you
mentioned.

I did what was sugested and it took me to personal folders and that is blank.
The file that was generated when I saved my contacts in the first place shows
it opens with unknown application, it is 265 kb in size.

265KB is the size on an empty file, believe it or not.

Look for other PST files on the system that had the Contacts.  You will want
to change your Windows Explorer settings to allow searching for hidden files
and folders, and to be able to see system folders.
