Show this folder as address book

I have a windows 2003 domain with all xp pro clients and office 2003. Some
users don't have the option under the properties of the contacts folder to
"Show this folder as an address book", (its grayed out). I thought it was a
permission issue, but I have made a user a local admin and it still exist.

Any ideas.

The symptoms suggest that the user doesn't have the Outlook Address Book in their mail profile. THey can add it with the Tools | Email Accounts dialog in Outlook 2003.
