moving contacts list to the tool bar and to: on new email

recently put in MS Office XP Pro, had old version of Outlook, installed and
contacts list is correct on the outlook list but the tool bar address book
has nothing, and when you go to new and hit TO: no list appears either.

If you right click on the Contacts folder, choose Properties and go to the
Outlook Address Book tab, is the "Show this folder as an Email address book"
box checked?

"Contact information does not appear in the address book in Outlook 2002 and
Outlook 2003"
