Outlook does not do that.
Perhaps you are confusing contacts with the autocompletion cache. If so, you
can easily turn off autocompletion.

Outlook never did it except in IMO mode. And that's because you were
actually using Outlook Express when you used the address book.
To automatically add the email address of people you respond to to your
Contacts Folder requires code:
