New way of writing phone numbers in French Canada

In Outlook Contacts:
The new and recent official way of writing phone numbers in French Canada
should be similar to the US/Canada way of using hyphens and 10-digit numbers,
that is, NO MORE parenthesis for the first three digits as it used to be.
Old way: (418) 847-8477
New way: 418-847-8477
At present time, Outlook automatically inserts the parenthesis. This should
be modified, of course.

Explain why. Masking of phone numbers in Outlook is hard coded and has never
been changed because Outlook must present a consistent database to the
myriad programs that must try to synch with it.
